Under headlines such as “Polytechnic cash given to private businesses” and “$29 million cut from polytechnics”, the Tertiary Education Union (TEU) asserts that money is being systematically stripped out of Polytechnics and literally just given to businesses. The clear implications behind the argument are that ITPs are being damaged, some students are missing out on education, and that private providers are not providing a quality education with the additional money they receive.

In Budget 2014, the Minister for Tertiary Education, Steven Joyce, confirmed that private providers would be funded at the same level as public providers for delivering the same courses. There had previously been a gap, sometimes significant, in the funding rates and Minister Joyce worked carefully over several Budgets to remove this discrimination.

The latest Ministry of Education statistics show that the number of those over 40 who are studying at the tertiary level doubled from 2000-2007, rising from 26,637 EFTS in 2000 to 50,846 by the end of 2007.
